creation targets) phony so that make does not consider them fulfilled if a file
of the same name happens to exist.

generated if it's missing (i.e. new installs), otherwise the existing config.h
will be kept and configure will warn the user that they may be missing out on

* CT_MUF connections no longer process read events through check_connect. This
  means that READ/TREAD will no longer log to the connection log, and their
  input filtering no longer gets a secondary isprint() byte scan.
